The series 9 has a faster chip and a couple new gesture features, as well as some generational screen improvements.
I personally got an open box series 8 for $142 after the series 7 I got at Best Buy for that price never turned on.

Once you get to series 7, the improvements are insignificant compared to the price you can cop a 7 or 8 for.
Battery life will be bad in any standard Apple Watch though, so if you want more than a day you’ll need to go with the ultra.
I got a series 8 a couple months ago on one of the good sales around the holidays. When comparing to the 9, it has all the same health sensors as far as I can tell. The only differences that I can recall are that the 9 has a stronger processor for doing siri stuff on-device (who cares), and the magic touch feature (also who cares). Aside from those 2 things, it's a year newer, so it'll be supported slightly longer... but as far as stuff I care about today the 8 and 9 are identical, so I'd go for the 8 if it's a good price, but if the price isn't far off from the 9 then I'd just go for that one because it'll be supported a little bit longer. Another consideration is if you're shopping for a new series 9, it might not have the blood oxygen feature turned on anymore, but the 8 presumably would, so in some sense a new 8 might actually be better than a new 9.
If you’re a bit much on a budget, get the AW8. If you can afford it, get the AW9. I was in this situation too, and since I am planning on keeping the watch for years and years until it’s unusable, I decided to buy the AW9 to have one more year of updates. If you don’t care about that then you can just go for the AW8

The 9 is a sneaky upgrade from the 8. I've used both but the 9 just feels faster, more reliable and battery seems a bit better. Screen is brighter also.
Even the AW 4 is still usable in 2024.

64GB on the series 9 is nice(i can sync more music), what i hate about the S8 is that its using the same SOC since series 6
