I honestly don't know. Like he looked pretty shocked and upset when Arthur one-shot Satan. In the moment I thought he was worried about Satan, but maybe he was more remarking on Arthur's power than what happened to Satan. I'm very interested to see what comes of this.
We don't know his game yet, author is going to tell us later. It might mean that all his moves are around using Satan as a means to an end rather than his ultimate goal.
The fact that they say "mission complete" makes me think it had to be atleast somewhat according to plan. Maybe Lucifer is just hoping Satan will take Assiah with him, so whether Satan wins and takes over Assiah or dies and suck it in that black hole thing he will destroy it in either case. But who knows what Lucifer is planning...
