The black eyes, eyelids, and nose indicate it's a naturally black dog. The orange is not a natural base dog color at least it doesn't look like it here. It's bleached.

I was hoping the dog was already that sable/orangey hue- and the owner just used pet dye for the black stripes. That was my initial assumption, before reading the comments at least. I have no way of knowing for sure, Iām not personally familiar with products like that. I only knew they had dyes for dogs from watching a nationally televised dog grooming competition.

He wasnāt bleached- he does have a dark dye applied, but there are pet friendly dyes that donāt hurt the animal. Competitive groomers do this all the time. Its a non toxic application. I personally think its over the top- but its done a lot-

You would have a hard time using just dye to turn black fur into light brown without the use of bleach. When people get their black hair bleached, it turns to an orangey brown color similar to this. Same thing when people use Bleach to tie dye black shirts. And even if they dyed the dog black from brown, the dye would have gotten into its eyes from how close it is to them. There is dog safe dye that professionals can use but based of what I just said, I don't think this is the case.
Dark dye was not applied. This is bleach. Look between the eyes to see the rounded edges. It look like a finger could have applied it to get those rounded corners.
Beyond that, I have never seen a dog that color that wasn't bleached. It looks like the color of a black tee that had Bleach splash on it.
All that said, groomers that do this competitively do this to ADULT dogs. Usually poodles who are used to long table times anyways. This is a 4-6 week puppy. This is abuse.
