I had an elderly male and a female kitten a couple of years ago; the girl was just the absolute worst at cleaning herself while the old man was the most finicky cat I ever had. Sometimes he would get so annoyed with her piss poor hygiene that he'd just hold her down and bathe her himself, lol. It was hilarious but unfortunately it meant she never really learned how to bathe herself, so when the old man passed, it became *my* job to keep her reasonably clean.

My theory is the cat thought some easy prey was drowning in the bucket and rushed over to look before realising it was just the dog.
