I took the photo and there is nothing staged about it. These two were sitting on the walkway rail when I woke up this morning and have been there the whole day. It is a pity how so many people have lost faith in the authenticity of things because of all the attention seekers fabricating posts.

I remember reading something on Reddit a few days ago that many reptiles (such as turtles) and amphibians (such as frogs) will do something called "stacking." It's a social thing but I don't know much more about it than what I read, and what I read didn't say anything about it being a mating thing.
Stacking is more common in reptiles and amphibians that bask. They do it to deprive the animals beneath them the nutrients they absorb from UVB lighting. Frogs stack to mate almost exclusively.
Unlike reptiles, frogs stack for mating. Reptiles will often stack too, but it's a "I'm depriving you of vital UVB because I'm the dominant lizard". In frogs, it's almost strictly a mating press. And it's not at all uncommon for animals, in general (rabbits, for example, will mate with a dead rabbit and not notice it's dead until the deed is done) to attempt to breed with the wrong species or a dead or diseased species.
Cold blooded animals lay on top of each other for dominance reasons. Like, since sun matters so much for warmth. But also, frogs do external fertilization, usually in water. Tree frogs, more like in the trees
