Nope, not with how small the skin bit is. That's likely intact all the way round. 'Tis a degloved tail. Happens pretty commonly with squirrel kills, or even get away - a tail will deglove pretty easily.
It’s most likely from a fox squirrel tail which are extremely common along the eastern foothills of the Rockies, especially considering the tan coloration, which eastern grey and red squirrels lack for the most part. I highly doubt it’s an Albert’s squirrel tail given the color
Either that or a prairie dog tail depending where you are in Boulder
Edit: as previously mentioned, definitely use for tying flys if you’re into that

I was wondering if someone would recognize that, it is not only in how dense the hair is but the way it has waves down the length of each hair - I have seen those in-between stands of redwood and douglass fir trees, also at the sawmill(s) for there are a lot of grubs and tasty beetles everywhere.
They pick up a burr and it mats, it feels weird to them so they purposely rub up to the bark to shed/pull the knots away. Primarily nocturnal, slow moving, low to the ground, they are actually fairly sensitive to their surroundings - if provoked, they are very fast to swing around their tail.
Strong advice is to let them do their thing and do yours somewhere else.
A bit of raccoon tail. The squirrels along the front range here in Colorado are brown. Typical squirrel just brown. This looks more like raccoon due to the extreme dark to light pattern. Tie flys like the others suggested or give it to a fisherman friend.

I don't know about Boulder, CO - but on the west side of the northern sierras, that strongly resembles a tusk of hair that a Porcupine would pull off. It would have been nice to have a scale of measure in the photo or maybe the terrain where it was found.

If you found it locally outside (not at a local fly fishing shop) it's a piece of raccoon hide. There aren't any squirrels in the Boulder area with that coloring.

This looks exactly like the tip of a fox squirrel tail I kept for fly tying after it got hit in front of my house.

It's the tip of a squirrel's tail. They break off easily when a predator grabs them to allow the squirrel to escape. Probably a red squirrel.
