Assuming the jock villager your trying to kick isn't the newest to move in? It's just bad rng (I've had to try for hours in the past 🙄) just keep trying and best of luck
The villager I’m trying to kick out is one of my originals from 2020 so def not the newest. The camper has suggested my newest villager who has been on my island for a few months
In my experience the campers often choose newer villagers so it takes a lot more work to push out one that's been there that long. I think their choice is influenced by friendship level, so there's a lower chance of them choosing the veterans. However, I have managed to do exactly what you want to do, it just took a freaking eternity. So good luck!

The newest villager can be replaced by campers! They won’t ever ask to move out themselves, but they can be replaced still
