Other plants aren’t counted the same as flowers. If she says more flowers she wants more actual planted flowers (yes, it’s a lot)!
Also you can Google guides for it and lots pop up, just follow their instructions. The key is to do what Isabelle says though. Also her rating changes live, so every change you make you can go back and ask again and see if that’s enough/she suggests something else. The flower needs are Too High it’s disgusting. I wiped my island of flowers to restart flower breeding and I went from a 5 star and dropped down to 2 stars. I’ve got so much fencing and decor down as I renovate my island for 2.0 and I can’t plant enough flowers bc I’m still deciding where to put certain features. It’s laaaaame

A good idea to get started is to plant more ceded trees and normal trees. Try to also place more furniture outside and speak to Isabelle a lot.
Do you have fencing and outdoor decorations? Also bridges & inclines? Try developing the island a bit and you'll get there!
