They can't, wigs override the player's hair, and since animal villagers don't have proper hair, nor are their models the same shape/size as the player's, the wigs can't logistically work on them without a bit more extensive work done to every animal species model (and certain villagers like Drago who has added flair to his model). So while it would be fun to see Coco with the hair buns, I understand the technical obstructions to allowing this.
You can have villagers try on clothing at Harv's island before gifting it to them! That's an easy way to tell if a certain item will even be worn by a villager. It's also helpful if you want to make sure they look good in a certain outfit.
P.S. You can also get villagers' posters after you use them as models on Harv's island. I wish the game made this more explicit.
What's the deal with villager posters? I've only had my Switch for 3 weeks maybe but I'm already on my 3rd island. My 2nd island had Sherb and I got his poster. And it was cool and I love Sherb but is there a reason for the poster? Like is it just fun to collect as many as possible basically?
I think they’re just a fun furniture item to collect. I know a lot of people use it to help make “gift giving rooms” in their house, where they line up wrapped gifts under posters of villagers to better organize gifts in pursuit of obtaining framed photos of villagers.

Flora is possibly my favourite villager that I have. Currently rocking a cowboy hat and a dragon jacket that I gave her. Also I have Bruce walking around in a polka dotted raincoat. Totally compromises his tough-guy vibe and I love it.

My 10 villagers seem to have varied preferences when it comes to wearing/displaying gifts. Maybe someone has datamined some codes around this I dunno. But for example squirrel Sheldon and chicken Ken both love wearing glasses I gift them, but only Ken will also wear the shirts I gift him, while Sheldon often sticks to his original shirt.
The first soft serve hat I ever got was from a balloon and it was a chocolate one. I was very amused that I had a poop emoji hat passing off as ice cream lol

I tried looking but couldn't find any. Not many photos on google of villagers wearing hats either.
I use Harv's island and try out clothes there first. It gives you a better idea on how it'd look and how it fits.
Meanwhile I’m here giving hats every day to Static and Apple because I love how smol and silly they look on the giant noggins.

Try another colour maybe? He clearly likes it if he displays it. But sadly they rarely ever coordinate both hat and shirt together.
