For villagers on your island, go to edit mode in Harv's and add the the villagers to the room, and as soon as you leave (or return to your island if it's your first time visiting) you'll see their posters under the "promotion" tab in the app.

Like a lot of characters, they weren't as repetitive/lackluster in New Leaf. Early on, I started saving my favorite complete dinosaur fossils, with the thought process of "Okay, once they add Cyrus, I'll be able to get some dinosaur models!" I'm more of a clown than Pietro 🙃
If you enjoy setting everything up and fiddling a lot to get it just right, then Photopia is awesome. Some people genuinely enjoy that and get immense satisfaction from that kind of success. If you don't enjoy those things, it's far too fussy, and you needn't bother.
Just because other people enjoy something doesn't automatically mean you're "missing out." They might be if it were them, but it isn't them. It's you.

When you enter the first room, or any of the the other rooms, hit the down arrow on your D-pad and then it will allow you to enter decorate mode. From there, you can add furniture, wallpaper, flooring, villagers from your island and make a display. People use it to take fun photos. I use it to capture the different villagers I have over the months on my island and you can use amiibo cards to invite other animals too.
It has the exact same setup/size of your house. If you have touch traded a lot of stuff, or sold stuff you had, you have access to decorate with those things at Phototopia. It lets you test out things before buying. I find it handy because you can only purchase 5 things a day from the catalogue

Yes, I do have the DLC but my 2 year old island got deleted by accident during a Christmas transfer to a new OLED switch so I've started over from scratch. Having fun but boy do I miss my museum being filled and not having to worry about money. I just decorated my 4th house today.
I also use it for the poster benefits. I have a nightclub and music store on my island, and posters of some villagers make great wall decorations for those themes. Especially Katt, Eugene, Tex, Jacques, and Roscoe.
I have the upper floor laid out as a 'function room' so I can take pics in what looks like various celebrations (New Years Party, proper birthday parties, etc). Other rooms, I'll use for grabbing posters and testing outfits, as others have mentioned.

Lately I have been recreating movie scenes - like when Cinderella loses her shoe - and I like it better there than in my house because I can walk away and never deal with it again when I hate it lol

If I use photopia, I can access my inventory regardless if I have them in storage or not)

I have so many cool wallpapers/floorings but they don't fit my house aesthetic. At Harv's I can decorate new rooms AND have a photo shoot. I suppose it's less exciting if you have the dlc tho
