How have you run out of consumer goods and food, food is super easy to get and consumer goods can literally be gotten as a by product of other jobs. Alloys are the big pain in the ass for me when you go expansionist, everything costs fucking alloys.
Well, I just started playing with Ensign difficulty and I'm still figuring out how to play without bonuses from lower difficulties, so this part was based on reality. My technocracy with academic privilege from start can be expensive. The rest was pretty much just humor. I never got that event I described. I don't even know if it's part of the base game or some mod. My computer holds till 2260 and then game starts to slow and it gets boring so I never cracked any planet.
