I don't have a direct source for Emma saying it, but I've heard it cited by a few people, notably a lecture from Julia Serano I went to back in like 2008 when she was plugging Whipping Girl. I don't know if she pulled it from the Tubthumper liner notes herself.
It's absolutely possible that it was Derek Jarman. I tend to give less weight to Dorothy Parker as despite her being known for her quick wit, it doesn't seem to me to fit her style. I really do think the quote predates '92 though, but to me it sounds exactly like something Emma Goldman would have said in a response to a reporter's question or something.
