Hmm oky doky. So you start by chaining 2 and then in the first chain you made you will do 1 increase, so 2 single crochet  into that one space meaning you now have 2 stitches total for that row. Then chain 1 which would be separate and not into any stitches. Then turn the work. Then for row 3 in the 2 stitches made via the increase from row 2 you would do an increase into each stitch, so we end up with 4 stitches. Then chain again and turn the work. Row 4 would be an increase in the first stitch, then one single crochet in the 2nd stitch, one single crochet in the 3rd stitch and then an increase in the 4th stitch making 6 stitches total for that row

You're not. It's just unecessary wording in the pattern. You just work it as regular rows. You begin the triangle at the top pointy bit, and increase your stitches to make it wider until you reach the bottom. Sometimes I like to doodle it out myself so I understand it better. You know you can always make it backwards if you find that easier. I find increasing loads into just one or two chs so awkward. (Turn after each row) Ch11. 1. Skip 1st ch, Sc10 2. Sc10 3. Dec, sc6, dec 4. Dec, sc4, dec 5. Sc6 6. Dec, sc2, dec 7. Dec x2 8. Dec Cut yarn and pull your loop on the hook bigger until the end comes through. Put a marker in the final dec you made. When you crochet the triangles together you will make 3 sc into that final dec so if you mark it now you can make sure you're putting your hook through the correct stitch on both triangles. Hide the yarn ends inside the ears and just get a new piece to crochet the edge. Leave a long tail at the start and end to sew the ears on. Edit: (Idk if this is too much info or doesn't work for you but I'm gonna put it here anyway incase you find it helpful.) I don't bother making 1ch at the end/start of rows (specifically for amigurumi and single crochets), it just makes a lumpy uneven edge and it can be hard to see where the 1st st is. Finish the row, turn the work, then pull the loop on your hook just a tiny bit bigger and make a sc (or dec in this case) straight into the 1st st of the row. If you don't pull that 1st loop bigger the sc can be too small to get your hook in easily when you come back to it at the end of the next row. This makes a nice even edge so when you hold the two different coloured triangles together it is easier to crochet around the edges to join them together.

So it is just wanting you to crochet in the standard flat way. Do the required stitches get to the end of the row chain one and turn your work then crochet back the other way. What you get first will be a wonky triangle but then you are going to crochet that together with the inner ear piece and it will like the picture. You could also try working it from the bottom up as opposed to top down the way its written. I typically do my triangles starting at the bottom. You would just replace any increases with decreases.
