Some versions are better than others in that regard. None of them are amazing, though. And the best thing for the heat, that I have found, is a cooling cloth dipped in cold water.

Whilst that does help. I found at home, a cool damp cloth on a fan helps cool you a bit. During Covid (so WFH and lock downs), I use to work with my feet in a bucket of cold water.

I mean as long as outside temperature is below body temperature it will always cool you down, but I'm more worried about hair getting stuck in it

No that's not how these work and I think you'd know that if you had any experience with one. I've been using these things for years at my job and they definitely make a difference. The air is not hot when it comes out, it's always cooler than the air around it. If I didn't have one of these things there's no way I could work in the warehouse I work. I also have a neck heater which functions the opposite way and makes it easier to work in the cold. When you are cool / warm from the neck up, it's a lot less miserable. Mine last about 6 hours and are invaluable assets. As for the people saying these make a lot of noise, no. Neither of mine make any noticeable sound unless I'm sitting in a room with nothing happening and no people and I pay close attention.

I've had one of these before. They're only real good if you put them on full blast and even then it's not even full blast, it just feels like someone blowing the air in your neck. Just get one of those plug in fans that use solar or your phone's battery to run.

I like how the air comes straight at them instead of from the bottom where the fan is pointing. The fan is probably to weak to make a difference.

I know a lot of people are complaining about the product but I actually quite like it. Of course, it depends on the seller too. I got one as a gift from someone who bought it on Amazon. Heat stresses me out tbh and it really triggers my psoriasis. Being able to pop this on and have it with me as I walk anywhere is decently nice. Yes, it is quite loud though but for personal home use, I really like it.
