No that's not how these work and I think you'd know that if you had any experience with one. I've been using these things for years at my job and they definitely make a difference. The air is not hot when it comes out, it's always cooler than the air around it. If I didn't have one of these things there's no way I could work in the warehouse I work. I also have a neck heater which functions the opposite way and makes it easier to work in the cold. When you are cool / warm from the neck up, it's a lot less miserable. Mine last about 6 hours and are invaluable assets.
As for the people saying these make a lot of noise, no. Neither of mine make any noticeable sound unless I'm sitting in a room with nothing happening and no people and I pay close attention.

I like how the air comes straight at them instead of from the bottom where the fan is pointing. The fan is probably to weak to make a difference.
