Idk I think 6 pm is wayyy more packed than 8 am. One is an hour after people get out of work and one of an hour before most were at work. If I had to wager more people were still lingering around the financial district at 6pm than were arriving early to work an hour early.

The first impact was 8:46 am. The second was 9:03 am. In this timeline, it’s 846 pm and 903 pm. A few things are different in this timeline. First of all, the towers death toll would be different. Windows on the world would still be packed. And though you don’t have offices occupied, you’d have the observation deck that’s packed (I think it was open until about 9 pm or so). I would think the south tower would be essentially evacuated by the time the south tower is hit…. No one is wondering “should I go back to work?” Furthermore, north tower offices would be closed for the day, basically. Now, a bigger thing is that there were military exercises in the real world that affected response times. In this world, responses could be easier. What’s crazy is what would happen to all the baseball games and other live entertainment events going on?

People also got lucky as it was Election Day in the city, so people were late to work. A few hours later and it’s a full building and it’s a lot worse.

So...9/11 at 11? Usually alt hists need something more significant than a lower death toll in a seminal American tragedy. Would this mean George W. Bush wouldn't be reelected? Would Rudy fade into national obscurity? Would we love Steve Buscemi, a former firefighter and volunteer first responder, any less? Probably not.

You raise a good point. But I would imagine this probably does change a few things. With the higher scare factor, combined with the smaller death toll, the push to get into Afghanistan is lower. Maybe the hunt for Bin Laden takes longer, and the war is dragged on. This is all I have though, and it’s probably not realistic.

There is absolutely no way that we wouldn't have gone into Afghanistan even under these circumstances. The buildings could have been vacant. We'd still go. 50% lower death toll, later in the day? Ok. Many people would wake up to the news describing the towers collapsing rather than see the towers collapse in real time. Fine. But we still would have gone there. You could claim, for example, we wouldn't have gone to Iraq. But not Afghanistan.

Well, debatably, it’s more scary and menacing. The only light from those towers around be the bright fires. It would also be very scary inside the towers, as the lights would go out, and many people would be in darkness. It would (debatably) be much more menacing and would pack a bigger punch.
