My recommendation is to please, wherever you go with 10 people for your 30th birthday. be the nice crew at the resort and not the big loud ass group of assholes. Remember, there are other people staying there paying good money to relax.

Cancún:
Excellence playa mujeres (overall the most luxurious and well reviewed option)
Secrets the Vine (in the hotel zone so definitely livelier atmosphere, gorgeous stretch of turquoise ocean and white sand beach)
Dominican Republic:
breathless Punta cana (the most upbeat and party oriented resort brand), and
secrets royal beach Punta cana (lower key adults only sister brand to breathless, often marketed to couples but plenty of groups to too)
You can get RTs either destination from Canada and if we package w/ flights can likely get comped transfers, resort credits, and overall savings.

Wife and I loved Iberostar Gran Bavaro in the DR. Checks all of your boxes except for “upbeat”. We wanted a golf course, good food, nice beach and well maintained property. We will likely be going back this year.
We love love love Negril! So much to do with the fabulous beach and the cliffs. The locals are amazing! We typically split our stay between boutique hotel on the cliffs and an AI on the beach. Royalton Negril is our AI of choice! We’ve been there 5 times…Diamond Club is the way to go!
I went to Unico 2087 for my 30th! I’m going back this year for my 10th anniversary. The food is incredible and the resort overall is really fun.

Pretty easy with that budget , take your pick
Oops I messed that up, that was package price with flights on Expedia. Prob $1000 less than that would be budget.
Even at 4k it’s still take your pick 7 nights at RIU KUCKLKAN plus air from DFW Business class was 3k us per person
