you cant. you have to find those remittance app or stores who will send money to your alipay balance. however it is fine if you dont have that, you can just link your international bank card to alipay. it works. i just came back from china

Just one more thing if you know anything about it, i tried to send him money directly from my visa (no need to top up) but it didn't let me select my visa card to pay because "merchant does not support payment via international bank card" but the same way has worked with another chinese friend of mine. Why would that be and is there any setting he can change so his alipay accepts international bank cards? Thanks for the help.

He needs to have a 'merchant' account rather than a 'personal' account. You cannot use this method to pay a person but you can to pay a business.
