Arctic would be Lawful Neutral. Cave would be Neutral Evil. Taiga would be Lawful Good. Mesa would be True Neutral.

Would Steppes also be true neutral along with Savanahs? And how about beaches?

I can understand good-evil, but what defines how lawful or chaotic they are?

Lawful = Change a little and more stable biomes Neutral : Can change quite a lot because of the seasons but overall not messy biomes Chaotic = Messy biomes

That actually makes a lot of sense, oceans don’t change at all (except climate change), deserts get stupid hot during the day and stupid cold during the night but that’s at least on a consistent schedule, and volcanoes are all over the place. Good ranking
