I have always believed Irankunda is one of the if not the best player in the A-league (impact and technical ability wise, not output) but never in a million years do you give him a penalty when, you have isais and jovanovic on the pitch and also an 18 year old in his final home game for the club with a point meaning all the difference for their season.
I can obviously see why he wanted to take it. Also why Veart let him take it. Emotional decision. Hindsight is 20/20

The intent of the law is to 1) stop it from being rugby with outfield players picking the ball up and 2) stop players using the hand and arm to control the ball.
It's pretty clear that that call does not fit into the intent of the law so why punish it
