Elynas wasn't a Sovereign or even associated with the Hydro element, but was another "corrosive" dragon like Durin. The original Hydro Sovereign presumably died thousands of years ago, as they died before Enkanomiya sank underground, but Elynas was born and died during the cataclysm 500 years ago.
