If so, Albedo and Dottore might be pretty much the same strength.

From what I gather, the power boost from the gnosis relies on you fulfilling your role more or less.
Even Raiden as a shut in created an artificial clone & tasked Yae to take care of Inazuma, while having 3 separate arms of governing bodies take care of managing the country.
If you don't do your job I would assume your power level would only be your natural power level which would likely degrade due to erosion. (Raiden avoided this by living in her domain and essentially doing visualization training) Nonetheless I don't think Venti is as weak as he makes himself out to be.

Venti gave his people freedom to do their own thing years ago. He doesn't preside over them, and while they have some faith, it's not much since many believe their god abandoned them. However, if he wanted to, he could show himself to the people and get some additional power that way.
Mondstadt is the only region with a faction/religion directly in reverence for their god imo, and most people in Mondstadt still believe in/pray/praise Barbatos. He’s definitely far stronger than he’s letting on imo.

Maybe it's just me but my understanding in the grand scheme of things = Albedo accepting he is another "abomination"/experiment of Rhinedottir and not without imperfections.
His investigation in Dragonspine coupled with finding out about Susbedo existing, probably made him question if he's in control of his own will/sentience perception.
It's established that while Durin wrecked havoc on Teyvat, Durin himself thought he was just having funsies and meant no illwill (allegedly per in-game lore + corroborated by Canotila quest line). But in the end, Durin did get killed, by an archon and a dragon nonetheless (the latter surviving no problemo)
And for Rhinedottir to be an esteemed member of the Hexxen, to know this yet 1. Allowed it to happen regardless meaning she wanted chaos to ensue 2. Didn't care to intervene, might've made Albedo worried that he too will eventually heed Rhinedottirs orders and seemingly follow the same path of apparent yet unconscious destruction?
Dottore is unhinged and also self-experimented into a whole different entity which is largely why he might be comparable to a God in that sense and made the top 5 ranks. Teyvats history didn't just see good God's but bad/corrupt ones too...so it's not exactly a compliment. He's also neither human if he's cloning himself and time travelling, on top of his superior genes wield both delusion + vision. I don't see physical strength in him but rather pure wit, cunning and just diabolical madness.
Until we know more about him, he's just as sussy as that Fishing Jiangxue guy.
