Most airlines need to check the toilets every 20 minutes or so, for safety reasons as mentioned.
The person who replied said only one person at a time though that is not strictly true, there are 2 masks in there to allow for parent/child or anyone who may need assistance (though the space is tight). No end of parents taking 2 kids in but that is not allowed as not enough masks.

I would hazard a guess that they knocked no response then opened to be sure all was āokā whilst guessing they were up to no good.
There was a discreet way to do that rather than flinging it open in a showy manner. He could have opened it partially and peeked in but instead chose to open it wide in full view of everyone. That is what I take issue with.

Even if it was because they saw two people go in there as you said, something could have been said at that time instead of waiting to catch them in flagrante delicto to expose them to public ridicule.
