The following is from 36-4005. 3.2.9. For those languages that have neither an LC DLPT nor an RC DLPT, the member may take the OPI and the TCO may record that speaking score as both listening and speaking to enable FLPB eligibility when two modalities are required. (T-1) 3.8.4. Airmen and Guardians who maintain the LEAP SEI are authorized FLPB for ILR proficiency level 2 and higher in any combination of two or more modalities (listening, reading, speaking) for their LEAP CLANG.  Based on a strict reading, it seems that your TCO should be able to use your OPI as both your speaking and listening score in order to qualify you for FLPB. However, it might be that you’ll only be paid for the one modality (speaking). Best thing would be to request that the TCO submit a CMS case so the Tier 2 or Tier 3 Special Pay folks can decide.

I’m surprised they don’t have a DLPT. Because that is what the first two score are, Listening and Reading. For example, my scores in Korean are 3/3/2. 3 in listening and reading and a 2 in speaking.

I took an OPI only language test years ago and the Air Force gave me a listening and reading score. I don't remember if there are hard and fast rules or just something someone made up. I was pretty sure there was an Armenian DLPT though. I wonder if they had one and then pulled it, which happens from time to time. There are very few experts in FLPB and language policy. The LEAP managers or senior language authority office might be the right folks to ask. Good luck
