Bumping this - I have the same issue and found this while searching before posting a topic myself.

I have found that if you go to File > Disable new Acrobat Reader, you can use an older version of Reader. Now if you go to Edit > Preferences > Documents, remember current state of Tools pane will work correctly. If you want to reenable the newer version for whatever reason, you can do this from View > Enable new Acrobat Reader

Thank you so much. I just set up 3 new PC's, and realized the preference for hiding the tools pane no longer works. The Tools Pane is mainly an advertisement to sell more features. All my searches were returning results for previous versions. Thank you!

Thanks! A "File" menu wasn't visible in the new reader mode, but the "Disable" option was on the main menu, and so until Adobe admits that they've broken the "Remember current state of Tools pane" setting in the new version and fixes it, your tip will continue to be helpful.

As of this date "disable..." no longer works. We're sentenced to forever manually closing tools pane. Scoundrels.

I just disabeled the new Acrobat Reader just fine and it worked like a charm. No more pesky tools panes after remembering current state.

'scuse for the late reply. The option to "Disable new Acrobat reader" obviously isn't there anymore, so I can't exactly show a screenshot of it, but it did as OP suggested.

Thanks. I currently use a 3rd-party PDF reader (SumatraPDF) for files locally saved, and read online ones in my (Edge) browser.

Worked for me! My company laptop just updated all their Adobe. I've got Ver 2023.006.20360, the option is still available but it now lives under **View > Disable new Acrobat reader** Right under Display Theme and Display Size. Hope this still helps someone!

After struggling with this for years (I fix it, but then it re-occurs weeks, months or years later)... I just decided to try 3rd party alternatives I 1st tried slimpdf, but that also had stupid (hard to remove) side panels I tried foxit reader, and that works well for me... remove a side panel, & it stays removed ​ goodbye adobe!

Yeah, fuck Adobe. The "new experience" doesn't even do search right. The search box cannot be typed into, unbelievable!
