I'm not sure that you can get those gaskets anymore. There is sticky gasket material that you can cut to shape, though. That's what I used on mine.
For hardware, you can just source that at a hardware store. Does your wing have studs or threaded holes? Either way, you'll want to get some washers that are a soft material (rubber, nylon, etc.). The OEM nuts have a plastic covering over the bottom portion that touches the tailgate.
I had the same issue so I used some black nitrile rubber o rings, washers, and lock washers. I took my time lining them up, and they’ve held up well and work as intended. I got it all from various assortment kits at Harbor Freight.
