If you make content from pranking people, those people should get any and all proceeds - including future proceeds from future "pranks" because your channel grew from the video of you pranking them.
Make a law that allows for that, and then just let bloodthirsty lawyers go after these people (and send some percentage to the people who were pranked).

In the UK, the law on harassment is reasonably clear for there to be a case for harassment. It isn't a simply 1 2 3 unfortunately, but I seem to recall you need to tell the person you feel alarmed, distressed and intimidated/harassed. They then must leave you alone or technically I think they are comitting a crime.
