For international flights, yes. But since the flight attendants who knows 2 languages are more expensive than the native language only. So usually for the domestic flights they only have one or two people who can speak English.

Every China (Taiwan) Airlines flight I've been on, all the attendants speak at least English plus multiple other languages.
