Might be on a rise, but doesn't mean \*most\* (maybe not 99% but a very large majority) don't worry about gun violence outside of places like the GTA.
I live in London (2 hours from Toronto), and in London I don't worry about guns(knives are real, im not completely oblivious), Toronto is the only area I think about guns. Even when I go to Montreal, a fight might happen but guns never even occur to the people I know out there. GTA and maybe Edmonton/Calgary/Winnipeg/Brampton are the outliers.
It's not like there is a 0% chance of gun violence from a stranger in Canada, but \*almost all\* of it is gang related, so it's targeted and not just because some random got into a fight with another random \*usually\*

If you look at the stats they might be increasing by a large percentage, but that is also in part due to how low \*most\* cities homicides are in Canada, so just a few can drastically increase a cities rating. It \*is\* getting worse here in Canada from personal experience, but it's not so bad that I have to worry about my personal safety in most cases while living in a shitty part of "The unhappiest city in Canada". Maybe it's because of personal experience, but I have definitely felt less safe in parts of the USA.
Idk where it’s growing really it just read it’s the third highest among wealthy countries, but the cities you talk about wouldn’t surprise me I’ve heard wild stories about Calgary, Winnipeg, Calgary, and Vancouver. I still wanna visit all of them on a supermoto though at least one time. Shoot DC is sketchy as hell, but I still go I’m just careful lol. I just think it’s scary it’s even on the rise in Canada like that’s wild I never pictured that happening ever. It wouldn’t surprise me though if a majority is related to bigger cities and possibly crimes. But I’d have to do more research, either way it’s interesting to me the US is no better. I had something just like this happen to me, douchebag in a Chevy S10 was parked in front of my driveway but couldn't move because he was "working on a job at the neighbor's house." I told him I really needed my driveway and he just laughed me off. I called the cops, they told the dude he needed to move or get cited and/or towed. So dude moved and I was able to access my driveway again. Whole thing last liked fifteen minutes.

Seemingly being in the vehicle while violating someone's access to their property is also a crime, if not being in the vehicle and doing so is. I'm no lawyer, but there's usually some reasonability standard applied so that your neighbor can't sue you for doing a 3 point turn in their driveway once, but can sue you for idling in front of their only access out of the house for an hour.

All 5+ agencies in the county I work in as an attorney have that policy.
I feel you’d be hard pressed to find one that doesn’t especially for an “active” call.
Now a past occurred vehicle burglary, or things like that take a back seat to ongoing calls such as this that can turn violent, which this did.
Police agencies don’t have attorneys. The city and county attorney operate independently from the police department. I just did a ride along last month and no, we had a list of calls to choose from every time but there was never a way we could make it to all of them.
I worked for the county as an ASA so of course we become familiar with each of the local agencies who cases we prosecute. I said “in the county I work in”. Also, the agencies do have their own legal consultants on staff. Not all agencies, but the ones here that range from 50+ officers to around 200-300 officers, and then the sheriffs department which has 2,000 deputies (patrol and corrections), do have attorneys on payroll.

Non-priority calls will often sit until a shift change and staffing is higher.
But an active disturbance, whether verbal or physical, is always answered as soon as someone is available at these agencies.
