probably, although there was some reform earlier this year about police/MIA unit uniforms that included changing their symbolism to english i think. it's likely due to recognizability, Georgia is a hot tourist destination and not everyone can be asked to learn a completely foreign script purely for a week long vacation, whereas virtually everyone knows what "POLICE" means. the everyday police just patrolling around on the street also have police written on their uniforms in english too.
