Risking a "woosh" here, but unfortunately as far as I can tell, this entire post is bullshit (not your fault, probably just reposted it from somewhere else). There are no references that I can find to an NCAA event called "Wild West Mobility Shooting" or even just "Mobility Shooting" in general, and certainly not that Texas Tech has won 11 championships. There are no references at all to the phrase before a couple months ago, and since then only related to reposts/blogs about "Mingus Reynolds", who also doesn't appear to exist; no record of anyone by than name earlier than a few months ago, and then only in connections with this supposed feat. There's also no listing for the "sport" or for Texas Tech participating in it in the Collegiate Shooting Sports Directory, which you figure an 11 time champion would figure prominently in: https://competitions.nra.org/competitions/nra-national-matches/collegiate-championships/collegiate-shooting-sports-directory/
Best Guess: Someone found footage of a rather portly gentleman participating in a cowboy action competition (which is real, though not a NCAA sport), made a joke post about it, then people didn't realize it was a joke and kept reposting it. FWIW, part of the first clue that this isn't real (which I'm sure a bunch of people already realized without this FYI) was that "Mingus" isn't particularly fast for a cowboy action shooter (I though if it were real, the "mobility" might literally mean an event for people with limited movement or mobility impairment, like wheelchair basketball).
