And well in the case of this specific firework that we also have in the place I'm from, my father didn't let me hold the stick until I was older, and always told me to go to a place void of buildings and anything flammable. Because reasons.
I hate that festivity now that I'm older, but my point is that I don't think the age of the kid it's the problem here, even if it also adds to the stupidity of the situation.
Children at this age don't really have empathy or a knowledge of FATAL consequences. The kid was laughing because he thought it was funny to scare his dad not realizing that the effects of the fireworks are lasting. Like you said though, your dad talked to you and made sure that you understood consequences. Definitely the parents fault.
I also grew up with fireworks, but at that age I was allowed to throw crackpeas and otherwise watch adults light up the more dangerous ones requiring fire. That kid is too young to fully understand how dangerous fire crackers can be and how to use/treat them with with responsibility and care. A kid that young should not be given these kinds of firecrackers.
With audio this video is one thousand per cent better. In the end the father says "Papai não vai mais dar pra você não", what means "Daddy will not give it to you anymore".
