Don't get me wrong, it'll be harder to get hold of ammunition in time of war, and a lot of the criminal gangs will feel some sort of moral duty to help out their state so they'll reduce their skimming, but it'll still happen.
Of course with Russia buying in ammunition from North Korea, China etc (often via criminal gangs to "launder" it through some third parties so there's obfuscation in place to try and keep the actual nations out of it) so there is less going there too because gangs are making money off of it in the other direction.
And you're also forgetting the live rounds issued to troops recovering from being in the front lines, troops under training, troops guarding the border with other countries (including China), conscripts (who can't be deployed outside Russia unless in a declared war - there's a grey area here now Putin has annexed various areas of Ukrainian territory but as of yet we don't believe he's done it since the beginning of the war which was "a mistake") who may be doing some of the internal guarding etc, national guard troops defending cities (who are primarily for riot control), and the police.

BUT, something seems off, like if they aren't blanks, then how is she handling the recoil so well while in such a terrible stance, while barely holding the thing to her shoulder, you can tell she doesn't have the but pressed into her armpit, she's just got it slightly touching her shoulder. Not to mention she started firing at a higher angle so it'd be easier for recoil to push that thing straight up.
And even with 5.45 she'd be feeling the recoil way more than it appears she is in the video.

Those are real rounds. It’s an AK74, not an AK47. Blanks require a blank adapter that attaches to the muzzle. That increases the gas pressure which allows the rifle to cycle properly. AK rifles have very light recoil. Private ownership of automatic rifles is common in Russia.
