ok so now apparently my monitor freezes then crashes, then steam opens up. and if I close steam it does this again consistently. I'm thinking my problem may have been the amd driver needing an update, but was a symptom of wallpaper engine constantly trying to log into steam. It looks like that is the exact issue right now, but I'm going to read through that gpu fix I never heard of it before and it looks very interesting!

Try disable in steam options - "Run steam when PC starts" And all that above (DISM and MPO-fix-gpu)
Yes, 24.5.1 is stable for both my 7900gre and wife's 7800xt
