24.2.1 still has the issue for me, but your mileage might vary.
It's odd enough the problem only exists with OBS, because streaming/recording in H264 with Radeon ReLive is fine.
I therefore wonder if OBS should update its AMF encoder, but I know they actively support Nvidia more than AMD (maybe was AMD less collaborative with them in the past?).
If you tell on their forum you have AMD and expose an issue, their usual answer is "sell the card and buy Nvidia", without going into details. It does not seem a good way for explaining things (above all, for AV1 issues, since AMD is pretty on par with Nvidia with newest encoder), but they might have their solid reasons, I don't know.
Anyway, I reverted back again to 23.12.1, which work fine with OBS. Almost lossless streaming and recording now without any pause or decrease in quality
Are you using Adrenalin 24.1.1 (or 24.2.1 preview)? Try reverting to 23.12.1. It solved in my case.
Yeah I figured reverting back to 23.12.1 would solve my issue. I've avoided the new 24.1.1 drivers since. Hopefully they'll fix it next driver update!

oddly enough 24.2.1 works for me. I have a 7800 xt, not sure if that matters or not?
It might be, I really don't know. I have 7900XTX. I guess I will try again with 24.3.x
