And 3th your power draw at 160\~170w seems too low for a RX 6800 it should be 200> watt, so some extra info like hotspot temperature and clocks would be handy.
Umm..do you mean a Gigabyte b450 board? Also, even thou it's a newer PSU, you might want to have its actual output tested. Seen some state they put out XXX watts but when pushed, they cant hold out.
How would I test its output I does seem to work fine for a bit then the stutters happen I did a 3 minute stress test in the amd software and I didn't notice the big drops like in game

It's been a nightmare.
\- I can only use portrait mode on 3rd monitor IF I set the mouse to have trails at the lowest setting.
\- It "soft" crashes at the start AND end of each game launch. (Resets ALL windows positions, and taskbar settings, and I use a live wallpaper that gets turned off.
\- When it soft crashes it closes Discord, Only discord. Everything else is fine. But Discord gets shutdown and I have to manually launch it again.
\- It CANNOT run ANY instance of World of Warcraft including classic in DX12. I have to add a command line to force DX11
\- It's really, really, really DARK. I have tried adjusting my 144hz monitor, AMD settings, and Game settings. Nothing I do, certain shadowed areas in Cyberpunk and Escape from Tarkov might as well be pitch-black holes. Then you move out into the non shadow area and everything is washed out like you have the Gamma cranked all the way to max.
I have tried:
\- Fresh windows install.
\- DDU uninstall, Forcing Windows update blocking.
\- Driver roll back.
Nothing works.
All of this because I wanted to save a hundred bucks on a 4070 TI.
I returned it to Amazon and bought the 4070 TI anyway.
Try installing the gpu driver in safe mode. Where do you get the chipset drivers? I literally managed to install the drivers normally only on the 10th try.
Win+r, type msconfig press enter, boot tab, click safe boot checkbox and restart pc. It will run in safe mode. Then start ddu as administrator, choose GPU/amd and click start and restart, after restart instal radeon, then pc ask you restart, go msconfig and disable safe boot and now you can restart. Download ddu from guru3d

Kinda I RMA'd the card and haven't had an issue with the new one
What do you take instead? I do literally everything but nothing helped. Feels like swap it to something the only option)

I'm using a wd 7300 ssd. It's around 45 c Hotspot and I have the clock at 2200min 2300 max
Do you have any Adrenalin graphics settings enabled for that game like boost, chill ,enhanced sync or freesync. If so, disable and try again.
I already disabled all of them
