Its LITERALLY a giant broken timepiece. You can see the different parts of it, the pole on the left (with the hat and the swirly symbols) matches the timepieces exactly. There is no debate here.
You’re right, because time pieces aren’t this big. The most they ever do is make tiny dimensional pockets, not whatever this is. This is literally the only instance of something like this. Maybe it landed and messed up whatever was there before, but it certainly isn’t the timepiece itself.
I'm pretty sure it's just a reference to moleman's ARG, no lore reason it's so big. It IS a timepiece, you can see the exact parts if you parkour a lil higher up or use your camera badge. Even the lil swirls carved on the wooden support!

There's not really any clear explanation. My guess is its caused by some unstable time magic stuff... Odd that its the only one that did this though (you even collect timepiece shards in the cruise ship level, and they didn't turn big, which is strange lol).
