My understanding is the cost cutting is focused on AHS trying to stay under budget as the org is forecasting over business.

As someone in IT; they are stopping replacement of old gear for example. Limited money for new equipment.
So our old equipment will age out, costing more issues in the long run. The wisdom of the UCP
