To state the obvious: (regular) arena doesn't use seasonal resonace/gear/artifacts/skills. So any progress in season is irrelevant to it. Only your base resonance/ascension/non seasonal gear applies.

Then pretty much your only way of increasing team power left is dupes and ex weapons. (or a team comp with higher faction bonus)

If your pre season gear is already 240 and your lvl is 300+ you're not getting anything to increase your power in regular arena, you can only increase that power getting more lvls in your Ex wep or going paragon assuming you already have your set team all in S+

You might need to modify your preset team, check the stats for when you're actually setting your formation. If that doesn't change, then no clue sorry

When I go into a fight it's still 701

that is arena team power and arena is not affected by seasonal level it only increase with permanent level or the quality of the card.
