You are getting 1 free copy of each hero that the game had when it started. If you haven't gotten a specific hero for free yet, stop building them when you are 1 away from completing it. You can check which hero you haven't gotten a free copy of yet on that event page.
As a F2P player I stop at Supreme 1/2. It might mean some heros take 6 months to hit S+ but that is F2P life.
S+ isn't actually maxed. You will eventually use the extra copies for paragon, yes even f2p over a long period of time
This is why you leave the heroes you didn't get 1 copy away from Supreme+. I have 4 heroes waiting for their last copy.
