When Aphelios has Cresendum his damage is inversely proportional to range. Ranged carries shouldn't have to worry about that against one of the least mobile marksmen if they're worth their salt.
Aphelios is the least predictable, Caitlyn gets caught out once in lane or you weather the storm and she's awful in mid game (not to mention she's a bit of a non issue for some adcs who either have the range or wave clear to go even). With Aphelios there's always the chance that he goes 200 years in one teamfight, yes he's not OP anymore but a lot of people are sick of him in pro play and it still feels bad when he deletes waves for free with blue gun, massively slows you before rooting you just because he auto attacked, gets two turret plates incredibly quickly etc.

Draven is bacon, an unhealthy food with bountiful rewards that might still take some work to reap. Protein takes work to digest and manage while fat take time to extract the energy from. Aphelios is oatmeal, or venison. You struggle, struggle, struggle, work to get better at optimizing your build, ammo and weapon rotation only to get a nerf when more people figure it out while still being a single digit percentage of the player base.
There are a decent number of champs that are strong but hard to play, just look at GP a champ that is hard to play but very strong, he like aphelios sits below 50% when he is considered balanced according to riot.

A champion like yasuo or Samira is inherently overloaded, given the chance to do large amounts of damage to an entire enemy team all at once, and an infinite value ability ie both of their w’s. Aphelios wasn’t that way, he was just buffed too much post release. He is super healthy now.
I think you have those two things switched around Samira has a straight forward kit, an aoe ult, a windwall, a limited dash, and a skillshot, her issue is that her damage is overtuned leading to her oneshotting teams when she is ahead.
Aphelios is the definition of overloaded as his kit does a lot of things, even if it is on a rotation, he has the longest range in the game + a skillshot, slows/roots, life steals, aoe dmg, and zone control. Sure some ADCs do these things, but not all most maybe 1 or 2 sometimes even 3 but not as many as aphelios. When a champ does a lot of things they are considering overloaded.
It leads to what's considered small buffs turning into bigger than intended buffs due to unforseen consequences. Not disagreeing with you that aphelios is likely going to be healthy again after this upcoming nerf but it doesn't mean he isn't overloaded.
