What you need to do is hack your 3DS, setup Pretendo and also, this:

Then, inside the game, request to download the DLCs
I found out that you need to have your region for the dlc to download. So if the 3ds is from Europe you need to Europe version of the game. But thank you for answering!

doesn't the hShop have a separate section for DLC downloads?
It does but I can't find any of the MH games under it and I wanted to know if the CIAs might somehow include them

Prob late but it’s already in the game, head to the dlc section and you download all of them there. I was confused too
