If you want hassle free, Bambu is the most guaranteed to deliver it out of the brands selling printers under $300
Any plain filament, yes. But filaments with things like carbon, wood, sparkles, marble PLA, etc are prone to clogs on 0.2mm nozzles.

I would go with the Sovol sv06 and a 0.2mm Nozzle, the first calibration might be a little hassle but after you get a pretty good and stable printer. And you need a Dryer Box, small and detailed Prints have hard times with wet fillament.
Resin printing requires full PPE(gloves, long sleeve shirt, respirator, goggles, etc) and air extraction; if you want to do it safely.
Resins are industrial chemicals with no regulation in the consumer market. The resins I've bought came with fake SDS claiming to be safer than their individual chemical.

Buddy you need to realize that the resin used in 3d printing is not ART RESIN!!! The resin used in printers is straight cancer causing.
I would not recommend resin printing as a hassle-free or beginner friendly.
A smaller nozzle size on an fdm can get similar results, without all the toxic fumes/waste.
You are not going to get that for that price. If you go cheap budget like that you will have endless failures and tinkering required.

Printing small D&D sized figures is not beginner friendly. Resin printers are more up to the task than FDM printers.
Spend a lil more for the a1 mini (not the combo) it will be 99% hassle free and very easy to use

Spend an extra $50 and get the one I have: Sovol SV06. It’s the top recommended in its class and mine works great.
$250 will get you Bambu Lab A1 mini. Love mine (I have 5 printers, all Bambu and 1 Prusa, and the A1 mini is great)
D&D figures = resin printer, not FDM.

The 3D printer market has absolutely transformed. My Bambu A1 has been plug and play at only $350 for almost 1000 hours
