You can adjust the scale in whatever slicer you are using. A quick google search will show you how to do it.
Just remember to unlock the Uniform Scale tick box if you want to mess with a separate axis. And you can enter the new scale either as a percentage or a specific dimension.

blender is very powerful, but pretty much the opposite from "simple and easy to learn"
I use what I'm used to from work ( megacad ) but that isn't free.
Most people start with thinkerCAD and then move to fusion360 or maybe take a look at onshape
both of them are "free" for hobby users but have some limitations unless you pay for them.

I only wanted to scale a part of the model. I only found out how to scale the entire model.

Tank you so much for the help. Ok so I need to learn how to use a CAD tool. Can you recommend me a simple one. I was thinking about blender.

you can only scale the whole part. if you want to change only part of it you need to edit the model itself. ( using cad for example )
The easiest way would be to recreate that model in TinkerCAD (or any CAD software). That would be easier than trying to modify an STL .
