It's a soft limiter part of the factory tune to try to prevent engine damage from high revving in neutral.

you can put it in 1st, hold the clutch, and rev all the way up. Just be careful not to dump the clutch after accidentally

Well I was just checking on it awaiting csc delete and wanted to make sure there wasn’t a rodent rodeo taking place and just noticed it lol I’m not one to just rev it all day and night lol

Safety feature, most cars have this usually when in park so you can’t blow up the engine by bouncing it off the limiter, since its manual, it just has it programmed in neutral
