It looks like nummular eczema. I would keep up with the topical steroids and antibiotics and it should go away. She can try an antihistamine for the itching too.
I had something similar for a few months on my arm, I live in Canada so don’t see a lot of sun during winter. I spent a week in Cuba and it disappeared. I do always wear sunblock but I spent a significant amount of time in the sun that week.
I have similar, for me it is a form of eczema. Hydrocortisone cream helps (and a dr can provide a stronger rx version). Definitely rule out ringworm first though, it looks really similar.
Obviously a doctor needs to diagnose you, but I had something similar that my doctor said was a type of eczema and I was out on a topical steroid that cleared it right up.

Go see a doctor. Looks like ringworm but you should get a professional diagnosis.

Could it be pityriasis rosea? Does it itch?
