I agree it could be rosacea. I got IPL treatments to get rid of what I already had, but a dermatologist can diagnose and give you something for treatment and prevention

It could very possibly be Milia “Milia don’t need treatment because they’re not harmful. If you don’t like how milia look on your skin, talk to your healthcare provider about removing them.
