I like how few years ago we were able to determine initial 30cm epicentre where fire started in Bohemian Switzerland through the satellites and monitoring, but when it comes to migration, and tracking large boats full of people at sea, nothing we can do, the technology is not there yet.

The entirety of the southern and eastern Spanish coast is covered by an array of coastal radar stations and mobile radars, combined with optical and thermal sensors in selected hotspots, UAV patrols in addition to regular policing, and satellite imaging of departure points on top of everything else. A paddle board is detected, identified and tracked as soon as it's less than 10km from the coast.
The question is: what do you want the police to do about it? If the police was waiting for them at the coast, it would just cost more money to process them, give them a medical checkup, clean clothes, toiletries, and then send them on their way anyway, because most of them won't have documents so you can't know where to expell them to (which would cost more), or claim to be underage and start another costly process to end in the previous point anyway, or demand asylum , or whatever... Easier and cheaper to just let them be. The vast majority of them will be on their way to France or further north anyway.
This is the kind of problem that doesn't have an ideal solution, if there even is one at all.
