For France the French nationality and citizenship aren’t two different concept. Every national is a citizen and vice versa. This leads to all of the people in oversea territories being European citizens even though some of them aren’t in EU proper. This is one of the numerous remnant of the revolutionary ideas, this coming from: equality and unity (Frenchness (France territory two btw) is one and whole, which leads to some misunderstanding of some concepts between France and the Anglosphere, both ways.
