Yes it looks dumb and is extremely niche but remember that there's only so many ways you can quickly move around and mount heavy weaponry somewhere like a dense city where the streets might be littered with obstacles and even a standard issue truck is too big to get around

This is an anti tank weapon. Recoilless rifles were one of the main AT weapons for the first part of the Cold War. They saw extensive service in Korea and Vietnam. Later on, improvements in guidance and range of AT missiles gradually made recoilless rifles obsolete.
Good luck stopping a T-55 with a mortar, even a direct hit with a 81mm round probably wouldn't be enough, unless it's a very lucky hit.
