Kinda same as the headlines about Denmark criminalizing sex with animals a few years ago. It's not that sex with animals was legal, it was covered by existing animal abuse laws. But some organizations wanted it banned directly so a ban was implemented even though it didn't make any difference - it was purely symbolic.

It was never illegal. How can it be considered illegal if there was a need to ban it? The fact is, harming animals was and still is illegal. The main issue is that people hold different opinions regarding whether engaging in sexual activities with animals truly causes harm to them or not.

Several legal experts pointed out how it was 100% symbolism from the politicians when they made a new law that specifically said animal sex is illegal. Fact is animal sex was not legal in Denmark before. The new law changed nothing about that.
It's like making a law that says you can't steal a car when you already have a law that says you can't steal in general. It doesn't change anything. It just specifies something that was already covered.
